For boards managing buildings with aging cast iron drainage systems, the question is no longer whether the pipes will eventually need rehabilitation. It’s whether you’ll address it on your terms, with a documented plan, or under the pressure of a failed inspection or an emergency failure.
Trenchless pipelining — specifically CIPP, or Cured-In-Place Pipe lining — is the solution most South Florida engineering firms and property managers are turning to. But not all CIPP is the same. This post explains what boards need to know before they make a decision.
Why Your Pipes Are a Reserve Study Item Now
SB 4D’s Structural Integrity Reserve Study requirement covers plumbing alongside roofs, walls, and foundations. That means your engineer must document the remaining useful life and estimated rehabilitation or replacement cost of your building’s drainage system.
In coastal South Florida, cast iron drainage pipes — found in the majority of condos built before the 1990s — have a realistic lifespan of 25 to 30 years due to corrosion from salt air and wastewater. Buildings in Palm Beach, Broward, and Miami-Dade that haven’t had a professional camera inspection in recent years may be working from assumptions that no longer hold.
A professional HD video inspection and written deficiency report gives your engineer what they need to assign a remaining useful life figure and build an accurate reserve schedule. Without it, your engineer has to estimate conservatively — which usually means higher reserve funding requirements.
The Real Cost Advantage of Trenchless Over Conventional Replacement
When board members first look at CIPP lining pricing, it sometimes seems like a comparable cost to conventional replacement. The comparison changes completely once you factor in the full scope of conventional pipe replacement in a high-rise building.
Conventional pipe replacement requires accessing pipes that run behind walls and beneath slabs. In a multi-story condo, that means:
- Wall and floor demolition: Opening walls on every affected floor to reach the drainage stack
- Resident displacement: Units adjacent to the work often cannot be occupied during construction
- Restoration costs: Drywall, tile, painting, and finishes must be replaced after the pipe work is complete
- Extended timeline: Full-building conventional replacement in a high-rise can stretch for weeks or months
CIPP lining accesses the pipe from existing cleanout points. There is no demolition. Most drainage stack projects on a multi-story building are completed in a matter of days. The total project cost — when restoration is factored in — is typically 30 to 40 percent less than conventional replacement.
For reserve study purposes, a properly documented CIPP installation also extends the reserve planning horizon significantly. A code-compliant installation carries a 50-year useful life rating — meaning the rehabilitation you fund today removes that line item from your reserve obligations for decades.
The Compliance Question: Is Your Lining Method Code-Legal?
This is the issue many boards don’t know to ask about. In Florida, only two CIPP installation methods are recognized by the building code: inversion (ASTM F1216) and pull-in-place (ASTM F1743). Both require that the liner be installed as a continuous, uninterrupted seal over the full length of the pipe.
A method known as “Gapping,” “Stop and Start,” or “Hybrid” lining — where liner segments are installed with intentional gaps between them, or where epoxy coating fills voids between gapped sections — does not comply with either standard. It also voids the manufacturer warranty.
During a milestone inspection, a licensed engineer reviewing your plumbing system will assess whether existing lining is compliant. If your building had prior lining work done using a non-compliant method, the inspector is likely to flag it — leaving your board in the position of funding remediation sooner than planned.
Before your milestone inspection, it’s worth knowing what you have. An independent camera inspection of previously lined pipes can tell you whether the installation was code-compliant — and give you time to act proactively rather than reactively.
Five Questions to Ask Before You Award a Pipe Lining Contract
1. Are you installing a continuous liner with no gaps?
Ask for a written commitment that the installation will be continuous from cleanout to cleanout, with no gaps, voids, or segmented sections. Ask which ASTM standard — F1216 or F1743 — will govern the installation.
2. Will you pull permits and coordinate a post-installation inspection?
A compliant CIPP installation requires a plumbing permit and a post-installation inspection by the authority having jurisdiction to confirm the liner meets the applicable ASTM standard. If a contractor is not offering to pull permits, ask why.
3. Are your technicians manufacturer-certified?
CIPP installation requires specialized training. Ask for the contractor’s current Qualified Installer Manufacturer Certification. This certification must be renewed annually — an expired certificate is a meaningful concern.
4. Does the manufacturer warranty apply to this installation?
Manufacturer warranties on CIPP materials are only valid when the liner is installed using a compliant, continuous method per the manufacturer’s guidelines. A non-compliant installation — including gapping — voids the warranty regardless of what the contractor represents verbally.
5. Can you provide SB 4D reserve documentation?
Ask whether the contractor can provide written documentation of the installation method used, the ASTM standard applied, and a remaining useful life statement. Your structural engineer will need this for the SIRS.
